Why Phoenix equipment fails first
An air conditioner is rated at 95°F outdoors. Phoenix spends most afternoons from June through September above that, and the unit itself sits on a roof or a west-facing slab where the air entering the condenser is hotter still. Every component runs past its design point for months. The numbers that matter:

- Condenser inlet air on a rooftop packaged unit in July. Capacity drops, head pressure climbs, amp draw rises. The compressor runs hot and long.

- Elevation. Thin, dry air rejects heat well — which is why Phoenix systems survive at all — but it does nothing for the sun load on a roof.

- Typical monsoon dust storm deposit on a condenser coil in one afternoon. A packed coil is a 10–20% capacity loss until it is washed.
What goes, in order
Across Phoenix calls the failure sequence is consistent enough to predict. Check the first two before you call — both are things a homeowner can see.
- Run capacitor. Heat is what kills capacitors, and nothing is hotter than a Phoenix rooftop in August. Outdoor fan does not spin, compressor hums. Under $400 and the most common repair in Maricopa County by a wide margin.
- Condenser coil packed with dust. After a haboob the fins are a brown felt. The unit runs but cannot reject heat; the house sits at 82°F. A garden hose from the inside out (power off) recovers most of it; a chemical clean by a tech recovers the rest.
- Condenser fan motor. Bearings cook. Squeal, then stop. Often the capacitor and motor are replaced together.
- Contactor. Pitted contacts from thousands of cycles a summer. Chatter, then no start.
- Refrigerant leak at the roof. Rooftop line sets flex in the wind and bake in UV; brazed joints and Schrader cores weep. Marginal in May, empty in August.
- Compressor. The last one. Usually after several summers of running with a weak capacitor or a low charge. Past ten years it is a replace-the-unit conversation, and SRP pays toward that in Phoenix.
Where in the Valley
Contractors here cover the City of Phoenix and the Valley cities around it: Mesa, Chandler and Gilbert in the East Valley; Tempe and Scottsdale; Glendale, Peoria, Surprise, Goodyear and Avondale in the West Valley. Housing type drives the repair. Ranch homes from the 1970s and 80s in central Phoenix, Tempe and Glendale run rooftop packaged units — one cabinet with everything in it, serviced from a ladder, with the crane needed only at replacement. Post-2000 stucco homes in Gilbert, Surprise and Goodyear are split systems with the condenser on a side yard slab, usually the west side, which is the hottest place on the lot. Both types are common enough that we ask which you have before dispatching.
Permits and licensing in Phoenix
Phoenix is the one metro where a straight replacement usually needs no permit. The City of Phoenix Planning and Development Department lists air conditioner repairs and replacements as exempt as long as the new unit does not increase size or capacity and stays in the same location. Upsizing, moving the unit or adding electrical brings it back under permit and inspection. Licensing is statewide. HVAC contractors hold a license from the Arizona Registrar of Contractors (the R-39 or dual CR-39 classification for residential air conditioning and refrigeration). Every contractor in this network is ROC-licensed; you can verify the number on the ROC site before the truck arrives.
SRP and APS: what they pay, and when it applies
Phoenix is split between two electric utilities by service territory, and the programs differ. Neither pays for a repair. Two of the SRP offers are relevant when a repair turns into a bigger job:
